POSITION SUMMARY:
The Planning & Procurement Manager is a working manager role under the general direction of the St. Louis Housing Authority's General Counsel and in close collaboration with all of Authority's departments, responsible for ensuring all agency contracts for goods and services, as well as all purchasing and solicitations are in compliance with federal, state, and agency requirements. Accordingly, this position will provide daily guidance to the Authority's various departments and oversight of all procurement activities, applying knowledge of purchasing policies, contract management, solicitation processes, and federal and state procurement laws.
All St. Louis Housing Authority positions are Monday through Friday and in the office
MINIMUM QUALIFICATIONS:
5 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR
A combination of training, education and experience equivalent to the qualifications above.

MINIMUM QUALIFICATIONS:
- The required knowledge, skills and abilities for this position would normally be gained through a Bachelor's degree in purchasing, business or public administration, or related field and at least 3 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR
- The required knowledge, skills and abilities for this position would normally be gained through a Bachelor's degree in purchasing, business or public administration, or related field and at least 3 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR
5 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR
A combination of training, education and experience equivalent to the qualifications above.
- Ability to monitor changes in laws or policies that impact the agency's procurement practices and ensure implementation and communication of all such changes throughout the agency.
- Ability to perform systems and internal control reviews to ensure compliance with procurement and contract requirements.
- Skill in responding to inquiries from management, suppliers, and others;
- Ability to oversee the evaluation of bids/proposals and preparing award recommendations; investigate and prepare recommended responses to bid/proposal protests.
- Ability to coordinate procurement compliance training and activities with other departments.
- Ability to maintain strong professional relationships with agency departments, vendors, the public and regulatory agencies.
